2024 Annual General Meeting

The 86th Titahi Bay Surf Life Saving Club Annual General Meeting will be held at the Titahi Bay Surf Life Saving Club clubrooms on Saturday 17 August 2023 at 5:00pm.

These must be completed with the necessary signatures and be either emailed to titahibayslsc@gmail.com, handed to the Club Secretary (Deborah Donkin) or sent by post to PO Box 52010, Titahi Bay, Porirua 5242 no later than 5pm on Saturday 3 August 2023.  A photograph of the signed forms is accepted.

Please note, in order to nominate someone you must have been a financial member of the 2023/2024 season.

Updates to the Club Constitution

The Incorporated Societies Act 2022 and Incorporated Societies Regulations 2023 came into force on 5 October 2023.  The new Act modernises the way societies (clubs) operate and contains some major changes to what must now be included in and Incorporated Societies Constitution.

All surf lifesaving clubs will need to re-register with the Incorporated Societies Registrar by April 2026 with a constitution compliant with the Act and Regulations.  Club Constitutions must meet these requirements or an application to re-register as an Incorporated Society will be rejected.

Clubs must adopt a new compliant constitution to replace their existing constitution before re-registering.

The Act requirements may also mean changes to how clubs are governed and operated e.g., defining who is an “officer” and their duties, filing annual returns, an explicit process for how members consent to join a club and resolving disputes in a manner that is consistent with natural justice.

Most clubs are registered as a charity under the Charities Act 2005.  A new Charities Amendment Act 2023 also came into force on 5 October 2023. The Amendment contains new requirements for registered charities which were included in the template created for use by surf lifesaving clubs by SLSNZ.

A summary of the changes

TBSLSC have largely adopted the template provided by Surf Lifesaving New Zealand (SLSNZ) with minimal changes.  A summary of the key changes are below, although we encourage you to read the constitution yourself.  A copy of the current constitution can be accessed by clicking the link below.

Outlining committee roles – the current constitution outlines a long list of committee roles that have not existed for some time.  The new constitution clarifies the current roles on the committee with the ability to co-opt three additional people.

Removal of President position – in the current constitution this is an honorary position on the committee with no right to vote as a committee member, the committee has operated with no President for the 2023/24 season.

Aligned minimum number of members (10) required to vote at AGM to the minimum number of Club members.

Included Social Member as a category of membership.

Bought across our current Life Membership criteria, however have referenced a new document “Life Membership Guidelines”, which has been developed by the committee with our Life Members to outline the process for nominating a life member and the special characteristics required. 

Reduced the age from 18 to 16 to be a committee member.

Voting for active members – currently anyone under 18 who is a member can vote through their parent/guardian.  We have reduced the age to 14 so our Lifeguards can vote without their parent/guardian and those under that age can vote through their parent/guardian who is a member.

Bought our financial audit provisions across from the current constitution to the new constitution.

Used the SLSNZ new dispute process in its entirety.
